Trade has generaly a relation to the different forms of Government, it is in the Monarchys founded on Luxury & follow'd with no other View but to procure proper materials for pride, & caprice of a luxurious Nation.
Oeconomy is the basis of it in Republics, the object to gain little, but that incessantly; this is so despicable a way of thinking that we might at first sight be tempted to infer that Such Governments can never be famous for great exploits
