Treaties of Commerce and Navigation always contain a variety of Articles, many of which have little reference to each other- It is fortunate, that in offering my Sentiments on a Business of this nature, I am able, on the present occasion, to confine myself to a few Points only.
Great Britain and France had carried on for nearly a Century and a half, that is, from the year 1664, a sort of Commercial Warfare;- This Warfare subsisted even during the Intervals of Peace:- An Attempt was made during the Negociations at Utrecht to put an end to these Dissentions, by a Treaty of Commerce and Navigation; and the Treaty for this purpose was actually signed; But when it was laid before the House of Commons, two very important Articles, vizt the 8th. & 9th, appeared to be highly detrimental to the Commerce of catchword this /catchword
