ye K summon'd a Parlia. to meet at St Edmundsbury in 1296. where ye Citizens & Burgesses were tax'd an eighth penny, & ye rest of ye Laity a twelth; but ye Clergy refus'd to grant ye K. any subsidy without ye leave of ye Pope.

ye K. call'd a Parlia together at Salisbury in 1297 to which ye Clergy were excluded ye K. insisted upon ye attendance of ye Nobility with him into France, which created a great dispute between him & them, he at last went without them.

ye Regents call'd a Parlia in 1297 to meet at London; in ye name of P. Edward. ye Lds. would make no reconcilation, till ye K. consented to confirm yt M. ch. & ye. Charter of Forests, with some additional articles, & till he promiss'd he would neither exact nor desire any aid or vexatious tax without ye advice & consent of his great men; which he did by signing a proper drawn up for yt purpose; in which he promis'd yt no manner of tax & c. should be gather'd, or lay'd, without ye consent of Parlia. nor any goods whatever taken from any man without ye consent of ye owners; yt all ye clergy & Laity should have their Laws & liberties as free as ever they enjoy'd them; & any Statute or custom to ye contrary should be null ye young P. confirm'd this decree & ye K. own secretary sent it him over to Flanders, who took three days to consider of it, & then wisely consented to it, upon which ye Parlia. granted him a ninth penny upon ye Laity, ye Clergy of Canterbury a tenth & these of York a fifth to carry on ye. Scotch war. This is ye. foundation of ye. first aids of Parlia. ye. K. return'd from France & beat ye Scotch at Falkirk in 1290.

After this ye. K. made ^a peace with France by ye mediation of ye Pope, & then was press'd by Parlia. to confirm in person ye additional articles, which ^addition he /addition at first alluded; but did it afterwards with these additional words underline saving always ye right of Gown /underline which so offended
