That by the State of the Accounts ready to be laid before them, it would appear that the great arrears of the Army, the Want of necessary Stores & c. were entir'ly owing to the difficiencys of the Grants, & therefore hopd a bare State of what was necessary for fleet & Army (which could be lessen'd) would be thought Sufficient.

He recommended the clearing of His Revenue to enable him to Subsist it being after the 1st. of Nov. mortgag'd entir'ly to the National Debt.
